On July 30, Dr. Phung Van Phuc, lecturer at the Faculty of Civil Engineering, Ho Chi Minh City University of Technology (HUTECH), took part in the Vietnam R&D Forum 2025 held in Ninh Binh Province, alongside over 100 leading experts from Vietnam and abroad.
The forum, organized by AVSE Global (Association of Vietnamese Scientists and Experts) in collaboration with the People’s Committee of Ninh Binh Province, was held under the theme "Innovate to Rise: Shaping Vietnam’s Future through Strategic R&D Investment." This major academic and policy event is considered the largest of its kind in Vietnam this year in the field of research and development, reflecting the nation’s commitment to transitioning toward a knowledge-based, innovation-driven, and high-tech growth model.

A distinctive feature of this year’s forum was its action-oriented approach. Rather than being limited to academic discussions, the forum focused on practical, actionable solutions. Key topics included: developing Vietnam’s R&D roadmap for 2025–2030 with financial incentive mechanisms and expert networks; proposing a national R&D policy framework with the establishment of a National R&D Council; and promoting industry-specific investment plans such as special economic zones (SEZs) for strategic sectors like high technology, clean energy, biomedicine, and precision agriculture.

In his opening remarks, Mr. Nguyen Trung Kien, Chairman of the State Committee for Overseas Vietnamese Affairs, emphasized: “Without a strong foundation in research and development, science, technology, and innovation cannot truly penetrate everyday life and generate value.” The forum thus plays a crucial role in connecting government, businesses, research institutes, and universities to build a genuinely interdisciplinary and sustainable knowledge ecosystem.
