“Quality is not an act, it is a habit.” This quote by William Edwards Deming was highlighted by Dr. Ly Thien Trang, Vice President of Ho Chi Minh City University of Technology (HUTECH), at the Conference on Quality Assurance Review for the 2020–2025 period and Development Orientation for 2026–2030, held on October 25.
The message has been a guiding principle for HUTECH in its continuous process of improvement and development.
In the context of international integration in higher education, accreditation and quality assurance are not only measures of management capacity but also indicators of a university’s reputation and appeal. For HUTECH, accreditation is not merely a requirement but a culture of self-assessment, continuous improvement, and alignment with international standards. The University strictly follows the regulations and guidelines of the Ministry of Education and Training and relevant authorities in all quality assurance activities, ensuring both compliance and the enhancement of educational effectiveness and student experience.
Dr. Kieu Xuan Hung, Chairman of the University Board of Directors, emphasized the importance of quality assurance, recognized the efforts of the Center for Quality Assurance and Accreditation, and encouraged HUTECH to actively participate in university ranking systems in the coming years
At the conference, Dr. Ly Thien Trang highlighted major achievements over the past five years. The University’s quality management system has been continuously improved through several ISO standards, from ISO 9001:2000, 9001:2008, 9001:2015 to the current ISO 21001:2018. HUTECH now operates with 38 standardized procedures and conducts 10 types of comprehensive stakeholder surveys. Over the past five years, the University has successfully completed 42 program accreditations, including 8 master’s programs and 30 undergraduate programs. Among them, 24 were accredited under the Ministry of Education and Training’s standards, 14 under AUN-QA, 4 under FIBAA, and 4 underwent a second review.

HUTECH is also among a small number of Vietnamese universities to achieve the international QS Stars 4-star rating at the first evaluation in 2022, and the University successfully maintained this 4-star rating in the second review in 2025.
Within the framework of the conference, several professional reports were presented focusing on program accreditation and post-assessment quality improvement. Presenters included Assoc. Prof. Dr. Nguyen Hung, Vice Director of the Institute of Engineering; Dr. Nguyen Thi Thu Hoa, Deputy Head of the Faculty of Tourism and Hospitality Management; and Assoc. Prof. Dr. Tran Van Tung, Dean of the Faculty of Finance and Commerce. The presentations provided practical perspectives on challenges, lessons learned, and outcomes from program accreditation, reaffirming the progress of academic units within the University’s quality assurance system.

A notable highlight of the conference was Dr. Ly Thien Trang’s presentation on “Trends and requirements of quality assurance in the context of digital transformation and international integration,” which provided an overview of HUTECH’s strategic direction for the coming years. The University aims to develop its quality assurance system based on four core elements: Purpose, People, Place, and Partnerships. It also identifies twelve strategic pillars, including University Governance, Teaching and Student Experience, Human Resources, Quality Assurance and Accreditation, Communication and Brand Development, Student Affairs, Science and Technology and International Projects, Industry Collaboration, International Cooperation, Information Systems, Digital Transformation and AI Application, Facilities and Finance, and Community Engagement and Sustainability. Dr. Trang also shared the framework for program-level quality assurance and practical lessons learned from implementation at HUTECH.

Looking ahead to 2026–2030, HUTECH aims to refine its internal quality assurance system toward international integration, operating on a foundation of digital transformation and a culture of continuous improvement, with learners at the center. The University will strengthen stakeholder surveys, expand institutional and program accreditations, and participate in the QS Stars rating and other ranking systems. At the same time, HUTECH remains committed to fully complying with the standards and regulations of the Ministry of Education and Training, reaffirming its credibility and educational quality.
